Russia is again accusing the Pentagon of helping Ukraine develop “biological warfare facilities” in both Kyiv and Odessa, according to Russian Foreign Minister Sergei Lavrov
Speaking at a recent press conference, Lavrov said that Russia had gathered a significant amount of evidence that proves the United States was involved with such projects and is “preoccupied with the chemical and biological installations in Ukraine.”
“The Pentagon built two biowarfare labs and they have been developing pathogens there in Kyiv and in Odessa,” he added.
Lavrov noted that the Pentagon is losing control over these facilities, something that is causing great concern.
“And you know what it may be like in future,” he added. “And the Americans decline flatly and resolutely to start an inspection mechanism as part of the convention for the prohibition of chemical weapons.”
“And they build new chemical and biological facilities all across Russian borders.”
The Foreign Minister noted that the Central Intelligence Agency (CIA) had been providing training to the Ukrainian army and because of this, Russia is justified in launching the “special operation” that began in February under Russian President Vladimir Putin.
“When developments in Iraq happened, when the United States claimed it was a threat to the U.S. national security, did anyone ask back then why the United States decided to bring a country 10,000 kilometers off its coast to order, because the U.S. is a great power?” Lavrov asked, comparing Russia’s predicament to the Iraq war.
“When Russia says there is a threat to us, they start telling us that there is not a threat at all, but you know, we will decide what is needed to provide for our security,” he added. “And it’s close and next to our borders – we will not go 10,000 kilometers away to enforce our rules.”
Almost two years before Russia moved troops into Ukraine, Lavrov accused the United States of “categorically opposing the adoption of a protocol to the convention of banning biological and toxin weapons, which would establish a mechanism to verify compliance by member countries with their obligation not to produce such weapons.”
During a news conference following a virtual meeting of the Shanghai Cooperation Organization (SCO), Lavrov added, “The United States’ reluctance to ensure transparency of its military-biological activities in different regions of the world, of course, raises questions about what is really happening and what goals are being pursued,”
“These laboratories are densely formed along the perimeter of the borders of the Russian Federation, and, accordingly, next to the borders of the People’s Republic of China.”
On the very first day of the Russian invasion of Ukraine, troops were ordered to destroy dangerous pathogens that could be found at the U.S run laboratories, including plague, cholera, and anthrax.
Having such facilities, Kiev violated international obligations, including the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological and toxic weapons.
At the time of the initial invasion, Putin stated the goal was for “the protection of people who have been subjected to bullying and genocide by the Kiev regime for eight years,” and to achieve security that Russia wanted, Russia bring about the “demilitarization and denazification of Ukraine.”
“In the course of a special military operation, the facts of an emergency cleansing by the Kiev regime of traces of a military biological program being implemented in Ukraine, funded by the U.S. Department of Defense, were uncovered,” added Maj. Gen. Igor Konashenkov.
